Trying to Avoid Getting in a Fight

In the 1970s there was a big increase in the prison population in california and as a result these norms start to break down. The gangs are interested in drug dealing or weapon dealing or whatever else so they're interested in their own comfort which includes many people being in prison for drugs, weapons and other things. They don't really want to fight a lot of the time unless they're getting something out of it maybe sometimes they get some gleeful you know macabre sort of enjoyment out of fights but not all the time apparently. It's partly because of the size of the population the sheer size is so large that you start having problems of information sort of gathering or transfer.
