Ukraine is the most corrupt country in Europe, according to multiple reports. Ignoring corruption will also be detrimental to formulating an effective strategy to rebuild the economy when this invasion draws to a close. Corruption of theft and corruption of influence are two broad categories of corruption to look at. Former Ukrainian president Viktor Yanukovych once estimated that corruption was costing the Ukrainian economy almost ten billion dollars per year.
