In an optimization problem, you're trying to minimize the error between the item of interest and other states that could potentially be in the control group. And what you're doing is you allow for weights on all of the possible other members of the pool called the donor pool. The weight's obviously got a sum to one and no weight can be, actually, I don't know if you can do a negative weight. Kevin Greer would know the answer to that question.
