Study looks at the amount of omissions generated by using fossil fuels. Instead of attributing that to the customers, it placed all responsibility for carbon emissions with the fossil fuel extractors themselves. It includes lots of state owned companies, but actually groups them all together as states. High up in the list areill say, russia, just as a country, and then specific state oned entities like the saudi arabia or company ramko.
