The History of the United States and Cuba
Donovan was primarily accountable to the CIA, which gave Castro three conditions for a softening of relations with the US. JFK didn't want Donovan to pursue either the CIA nor the State Department's strategies. RFK told Donovan on March 12, 1963, two days before he was to return to Cuba, that he was to obtain the release of all US citizens in prison.
