South Korea is a famous case study in o industrial policy. Despite the risk that subsidies would just be captured unproductively by rich and influential people, those subsidies actually did go into firms that ultimately went on to become very globily competitive. The difference was not that the south ans had innovated something called industrial policy. Everybody and that dog was trying it at that time. In fact, the south gurians learnt a lot from pakistan, which also had a military government at that time, and was doing exactly the same things,. export subsidies, import protection, low cost loans to large business houses, et cetera. And here you are floating in the ocean of global competition
