Is There a Duty to Co Operate?
Even in the civil, civil n political right sphere, i mean, the whole co operation issue has been marginal at bestand there's very little hard law on it. But what about civil and rights? Marco hasn't a european court, in one case, found a duty to co operate between two parts of a country that actually, really don't want to co operate? Yes, well, exactly so. I mean, even if we establish that there was actually a duty, it's not quite obvious what kind of guidance would give im in this kind of sit ation.
