Are We Exporting Stuff That Doesn't Matter From a Strategic Standpoint?

The haway issue is a, in my view, a giant red herring. What you've got is a group of people who simply don't want to ship the chinese anything. And they are therefore critical any time a license is approved. The export control challenge is always walking the fine line between over controllng and under controlling. This is the same debate we've been having for forty years, and it's one we've a rent coming on here.
