Babel was using that approach quite a lot at the time. It's funny because there's almost a confluence of things that had to go wrong for this to become such a big deal. One is that NPM allowed deleting packages, which I don't think any package manager should do. And then thirdly, it also had to be something where even though it was so small, people chose to depend on it rather than just inlining it or something like that.
