The Future of the West
I think whatever we think will have very little impact, frankly, on that process if it starts. In 1991 the West was actually in favour of the Soviet Union sticking together as a new Confederation. We got that badly wrong and I think we would be wrong to try and keep together what is effectively a land empire. People don't understand this, that the core Russian state is small compared with what the land territory is at the moment. So I think if it unravels, it will be a policy challenge, but it's not necessarily bad for the West,. It will require careful management, but our ability to actually influence what happens will be very limited in my view.
