The Hierarchy of Power

The author imagines a patriarchal structure that's predicated on oppression and power. He says it breaks apart into something approximating co operative competence when you look any of its sub components. But i don't understand how the entire structure can be a power dominated, oppressive patriarch if none of the sub components are. It doesn't make any sense to me.
