Is There a Chicken and Egg Situation With Parking?

Residents and shopkeepers may be more open to the idea of using parking revenue in ways that would be seen as beneficial to those groups. But there is a bit of a chicken and egg situation because when we pointed out that an MLCP was underutilized, some said multi-level car park. Some of them said, well, if the footpath was good, then I wouldn't mind. Right? So, and that's why they also feel like maybe the trials might be a way to demonstrate this for both residents and market associations too.
