Japan and Russia Negotiated Mancheria and Korea

Russia already had most of what it wanted in the far east, specifically that warm water port on the pacific. The issues at stake here were like logging concessions and theoretical advancement into korea. When the russian sent the japanese something to consider, the japans replied promptly. And so negotiations began.
