Isn't It a Superlative?
In Isaiah 66, we have this global image of taking the message outward. This really does tie us back into that image of the exiles coming back. Being comforted is being empowered. I also see a lot of these images in verse 11 and 12 of Isaiah 66 rooted in the image of the tree.
