The Communist Party's Propaganda
Once the actual Chinese Communist Party is in charge of the country, there is no promise of democracy. There is very little evidence that there is a real genuine interest in democracy on the part of the Communist Party. It is crystal clear to anyone observer that this is a very thoroughly Marxist land and its party. The tract published in 1942 really must be seen in that context as an outlier, as a propaganda piece which you may or may not believe.
