Introduction

This chapter discusses two major climate lawsuits filed in November. One targets the EPA to regulate greenhouse gas emissions, while the other is the first climate Rico case alleging a conspiracy to mislead the public on climate change. The focus is on the impact on 16 Puerto Rican municipalities devastated by Hurricane Maria and the future threats they face.
