Is This a Bad Idea?
In a sustained high fee environment, why not? You don't know what the next block is going to be. Advanced users can already change it themselves. This just makes it easier for the average node runner to choose what their own mempool does. It exposes merchants to bigger risks, not the double-spend risk, but the currency risk. And it doesn't achieve any of the benefits.
