Is He Careless in Overestimating the Allocation?
Mr Zawi allocated 41% of the shares to a company registered in Gibraltar. HMIC agreed that he was entitled to some of those shares, but they disagreed about the exact allocation. He has been charged with 30% penalty for being careless and not deliberate. Mr Zawi himself has said that HMIC have concluded that he made an error that was careless and not deliberate.
