Michael, is your argument for religious exemptions based on the idea that natural law requires it or on a construction of the historical evidence to apply to unforeseen circumstances? Well, I think if Philip is right and on this, I think he is right, those are the same thing. That is to say that the Free Exercise Clause carries forward the natural rights understanding that preceded it.
