Around 80% of Latin Americans live in cities, but almost every big city is encircled by slums. Chile pioneered a market oriented approach in the 1970s and 80s. Between 1980 and 2000, around 2 million new homes were built for the poor. But lots of families were given really shoddy houses in areas far from their jobs. Argentina's VS31 has managed to avoid these types of issues so far.
