Roosevelt thought that higher powers, white powers in his case, had an obligation to help disorderly, lesser peoples get better. He felt like these places were prone to disorder was because they were perhaps more racially uncivilized nations. It's a beautiful example of how American policymakers can come up with a justification for what they want to do and also make them feel good.
