"What does it mean politically for any government of india to say that listen we can impose president's rule on a state and then say that the governor's concurrence is sufficient," he asks. "Once you change the rules of the game you change the game even if you don't apply those rules necessary everybody's incentive change precisely so i have sort of three broader questions which are all things about which i'm generally puzzled like in one case it is evident that 370 was sort of a compact between the union of india and jamau and kashmir and that we have broken this compact by doing what we have done", says Ravi Agrawal.
