Public opinion in autocracies maybe dosn't play as much of a role in whether not the state chooses to go to war. democratically responsive govern has to care a lot about whether people don't want to going to war or not, because they're elected. Even if democracies aren't perfectly reflective of public opinion, it's a hell of a lot more so than a country where, if you discent from the government line, you get jailed. And so what this paper suggests is that authoritarian countries like russia, engaged in the current conflict, bring risks upon themselves when they make war on democracies.
