The Role of Race in the Voting Rights Act

The Supreme Court is hearing a case about the Voting Rights Act, Section Two. Richard Epstein: The purpose of Section Two is to make sure that there aren't any restrictions on voting based on race or color. He says Thomas in his dissent says it's about access to a ballot or counting a ballot.Epstein: If we have justice Epstein on the court, where do you actually stand on this?
