There's serious division all the way down to very baseline values, people existing in their own little bubbles of influence. The general rule would be how could you create as little internal dissent as possible and harmony with other nations. I think at a governmental level, most likely it's behooving the interests of the government as opposed to an individual corporation. So there's fomenting this kind of dissent, there's building these little resonance bubbles of very extreme views that become more hostile to other groups.
