The German Navy and the Kaiser's Secretaries

In 1897, the year after the Kaiser's disastrous Kruger telegram where he praised people for killing British soldiers, Germany passed its first naval bill. In 1908, William caused great excitement in Germany by telling his interviewer that large sections of the German people were anti-English. This led Wilhelm to play a less prominent role in public affairs and feeling that he had been betrayed by Bilo, he replaced him with the evolved von Bethmann-Holeg.
