Is the Defense Industry Ready to Get a Contract?

The administration would much rather have bipartisan support in Congress as a whole for sending aid to Ukraine. The defense industry is a market-based industry, but it works differently than other industrial sectors. It's not like a car company in that sense of anticipating what the electric vehicle market will be three years out.
