What's the International Monetary Fund for Crime?

I found this so depressing to think about. A very powerful one party crime system has it vested interest in maintaining order. The problem is, as there's no way to intervene without actually having a physical presence. And we should be but isn't nicaragua, didn't we play the worst role? You i mean, american intervention in latin America, i don't think is a happy part.
