Rebels Provide Services to People Who Are Not Active Members of the Organization
Rebels could provide governments just to their supporters, just to active members of their organization. This would be less extensive government. By doing that, rebels have the benefit of channelling resources directly to people who already support them. When rebels are providing broadly, which can have benefits in terms of the international community. And then finally, we have more intensive, more extensive governance,. where you're providing services that might be really popular, but you're also engaging in these redistributive projects That can really rankle people and get them upset.
