The Rise of Gaddafi
When Gaddafi comes to power in 1969, one of his first policy objectives is to cancel the base agreements. Under King Idris, companies like British Petroleum, ExxonMobil and Amaco have had a free hand. To him and many Libyans, they are a vestige of the hated Mussolini era. The Westerners were departing anyway, but the optics are good.
