The book is a satire of current life in russia, showing what it's like to live there. Oka writes who he comes in, he sows chaos and exposes the people for what they are. The only fall out was that people captured awhole bunch of black cats and brought them t the police. Turned out none of them were evil demons. Seems really weird.
