I lived in o'claire, wisconsin and we were getting alot of those sentiments from property owners around the university. I think that what you're talking about has more to do with making sure that the grasses mode, makes sure that the the house looks nice from the outside. It's actually regulations that are imposed on developers and the property management companies rather than taking it out on the people who are living there.
