There is a risk of a runaway process that companies will start competing for the number of satellites. So it might grow into the tens and hundreds of thousands if not limited by some central agencies. There was some ideas about like you know the Soviet Union was concerned about America broadcasting TV over the Soviet Union in the 1970s. That was basically the last major update of the space treaty.
