Is the AM Head in the Hayes' Thoughts?

Chloe saw Frank in the Hayes' head and they were doing something to him. She said it was a different Frank too, like younger and healthier. And apparently when she started talking about other organizations that she's looked into to help Frank, that's when she saw the symbol in theHayes' thoughts. So I don't know what that means.
