The Naive Intuition of Political Parties

A naive intuition might be that when parties care about policy not just about winning that they should gravitate toward the policies that they must prefer. But there's an important model or modeling perspective that dates to the 1970s and the 1980s some work that was originally done by Donald Whitman, Randy Calvert. And so a further intuition then that I think this modeling perspective helps us to understand is that Parties care about policy but don't know exactly what voters want.
