Prussia Is a German State

Prussia is more than 60 % of the german nation by population and by area. The president did not have the power to dissolve the prussian government, but could appoint a commissar to rule in its place. It isn't clear how many of the dwindling numbers of german workers who still have jobs would be willing to risk them for the sake of protecting the s p d's base in prussia.
