The Impact of Digital Services on Change
I think there's two big ways that things change. One is crisis. I mean, it happened to work in the White House during the failure of health care.gov. At the time, I was trying to stand up what became the United States digital service. There was not a lot of support for it. And we can talk about sort of the cultural reasons why. But then healthCare.gov came along and created some urgency. It was the crisis that ended up making change.
