China's very clever industrial strategy, particularly in Clinton, was threatening to displace the German opposition of the US. Europe had faced this same concern for longer because solar industries in Germany or in Spain affected quite significantly by the Chinese state's ability to scale up manufacturing of Clinton. So there was some commitment to globalization, ideologically, that was powerful, and it's still powerful in some European corners. And we can both not compete with China on market basis. We cannot afford to basically allow this imports of Chinese technology.
