The Chinese are uncomfortable with the amount of progress the U.S. has made in solidifying relationships along China's periphery in Asia, says Bonnie Raison. But over time, he toughened his approach, which I believe was an instruction from Xi Jinping that the foreign ministry would more staunchly defend Chinese interests.
