Is Pepe a Quasi-Anarchist?
Jose Mujica is a quasi-anarchist militant president who legalized pot. He's heavily addicted to tobacco and he drinks a lot, but I don't think he's ever smoked pot. His attitude in general towards drug use seems to be that at least from a user perspective, people are overdoing it. Despite being tortured in prison, he seems to generally support the amnesty for the military.
