The idea is that as you mentioned in that example you would see a video of someone kicking a ball. While they watch this video they then imagine how they would feel as if they were doing it. Majority of the research currently does actually show that there is a greater activations across motor regions when we combine these instructions and not to say that this does lead to it but we do see enhanced behavioral effects as well.
