Professor Chad Squitteri is a law professor at the Columbus School of Law. He specializes in property and administrative law, but he's also an opponent of major question doctrine. In West Virginia v. EPA, Supreme Court ruled that agencies can only answer questions with clear statutory authority from Congress.
