What Can and Should Ministration Offer to Participating Countries?

The only thing they've come up with so far is money. Money for decarbonization, money for infra structure. I think those things will both be attractive a lot of the things that we want them to do in a sort of transparency, regulatory space. But i have a feeling that there's a lot of countries that aren't going to buy that. So is being of sub conference rooms bill short of market access? Short of market access.
