The Difference Between Speculative Fiction and Science Fiction?

There's a lot of great stuff in speculative fiction. The City and the City by Chinamievil is officially a speculative fiction book, but it's really a fantastic novel. I'm not sure what the distinction there is between soft science fiction and spec fiction. This is more like it's a jelly's fiction, maybe jelly science fiction.
