The Constitution and the Rights Regime in Canada

In Canada, the government can place reasonable restrictions on these rights under certain circumstances. The Supreme Court of Canada has developed a test to determine whether or not a given government restriction is justified and proportionate. So I think that the protections for freedom of expression in Canada are strong, right? Like the vast majority of speech is protected, but there are certain constitutional limits as well.
