In notion, you can shift cards depending what view you're looking at. I have 18 cards in the design part, and then our stage. And i have 15 cards in the assigned part, or stage. Created a column called order, so i could actually number what do i think is going to go where in the book. This allowed me to start organizing,. not only by part or stage by section, by word count,  so i could shift columns.
