The final safe harbor document relies on country by country data now. It may reduce some of the burden from the full globe income calculation, but then it requires another process for country by country and making sure that that country by country is kind of up to enough so to speak as a qualifying country by country report. Most taxpayers I know are doing this as part of their compliance cycle.
