In your book, you focus on lobbying in the story of the civil rights act. You also talk about how social movement actors can play a really important role throughouta reform processes. What i don't think we often see is organizationalre tentatives who were kind of imbedded in these institutions and built relationships with members of congress. I try to push scholars to think about how social movements play a role in policy changed even once institutional actors have started to take action.
