In a country like Libya, getting out of the basement and to the point where you're a middle income country is going to be what people will be focused on. Access to international markets depends in large part on how other countries, specifically rich, powerful Western countries view you. And their view of you depends in part on how you treat the oil companies. If you try too hard to develop your country at the expense of the oil companies, paradoxically, it then becomes harder to developed your country.
