How to Develop Characters in an Action Sequence

One of my favorite action scenes is from Patriot Games where the counter terrorist unit arrives at a house on the edge of a cliff. The sniper has not yet received orders of who he's supposed to shoot or when and so there's a fight going on inside the house. It makes it very tense and he's kind of describing the action from the third person. Rob: You can develop characters in an action sequence you can develop plot and action sequence does not have to go together.
